fix(claude-security): replace proprietary license with Apache 2.0 
The claude-security plugin was missing the standard Apache 2.0 license
required for internal plugins; this replaces the proprietary license text
with the canonical Apache 2.0 license.

No-Verification-Needed: license-file-only change
